1132.05 PERMIT FEE; EFFECTIVE PERIOD; LIMITATION ON NUMBER OF PERMITS.
   (a)   No fee will be charged for the first three permits in a calendar year for any residence. Residents of the City shall pay a fee of five dollars ($5.00) for every additional permit after the first three, as required by Section 1132.03, subject to the exceptions set forth in Section 1132.09.
   (b)   A permit for each sale shall be valid for three consecutive days and not more than four permits shall be issued for such a sale every calendar year for each residence. The Mayor may waive this restriction when there has been a change of ownership or occupancy of the property within such one-year period.
