1131.08 DRIVER'S LICENSE.
   No person shall drive or be allowed to drive any vehicle for public hire required to be licensed by Section 1131.01 unless the operator thereof has been duly issued a license to operate the same under this chapter and the driver thereof is at least eighteen years of age, of sound health and physique, with good eyesight, and not subject to epilepsy, vertigo, heart trouble or any other infirmity of body or mind which, in the opinion of the Director of Public Safety, might render the driver unfit for the safe operation of such vehicle for public hire. Such driver shall be a bona fide holder in good standing of a chauffeur's license issued to him by the State of Ohio. Such driver shall be a person of good moral character and not addicted to the use of intoxicating liquors or drugs. Such driver shall not have been convicted of a felony.
   Such driver shall file with the Director of Public Safety a sworn statement showing that he meets the above qualifications for drivers of vehicles for public hire, and such other information as the Director of Public Safety shall require. If such driver meets the qualifications required for drivers of public vehicles, in the opinion of the Director, and upon the payment of a fee of five dollars ($5.00), he shall be registered with the Director of Public Safety as one authorized to drive vehicles for public hire within and from the City. Such registration shall be good for one year, but such registration may be renewed each year upon the payment of an annual fee of five dollars ($5.00) .
   Such driver shall display, in a conspicuous place on his outer garments and at all times while driving a vehicle for public hire, the license or badge issued to him by the State as a licensed chauffeur. Such driver shall also keep on display in a prominent place in the interior of his vehicle, so as to be readily seen by any passenger, the license or a certified copy thereof issued by the City for the operation of the vehicle, and a photograph with his full name of such size and proportion as may be satisfactory to the Director of Public Safety. A copy of such photograph must also be filed with the Director of Public Safety.
