No person shall operate or permit to be operated a vehicle for the common carriage and conveyance of passengers for hire within or from the City, unless the owner or operator thereof shall hold a license to operate such vehicle for public hire duly issued pursuant to the provisions of this chapter, except where the vehicle so operated is a motor bus or a sight-seeing bus operating over a regular route between fixed termini and on a fixed schedule, or is a vehicle used solely for funerals.
