No vehicle for public hire required to be licensed by Section 1131.01 shall be permitted or licensed to operate in the City unless it is approved by the Director of Public Safety as being in safe mechanical condition. Where taximeters are used to compute fares and upon inspection and tests are found to be accurate within five percent (5%) such taximeters shall be acceptable. Vehicles for public hire inspected and operated under license in Cleveland or other adjoining municipalities may be inspected at the discretion of the Director of Public Safety.
