1131.04 GRANTING LICENSE; EXPIRATION AND RENEWAL.
   If, after the public hearing provided for in Section 1131.03, Council determines that the public welfare will be served by the granting of the license so applied for and is satisfied that the applicant is financially responsible and able to satisfactorily carry on the business of operating vehicles for the common carriage and conveyance of passengers for hire and can furnish a satisfactory surety bond or liability insurance as hereinafter required, it shall order the Director of Public Safety to issue to the applicant, upon the payment of the annual fee hereinafter required, a license in writing for each vehicle which the applicant desires to operate for public hire within and from the City, separately numbered.   Any license issued hereunder shall expire on December 31 of the year in which it is issued unless sooner terminated hereunder, but it may be renewed from year to year by the Director of Public Safety upon the applicant's paying the required annual license fee and furnishing the liability insurance or bond of indemnity required by Section 1131. 05. Such license so renewed shall likewise be subject to all the provisions of this chapter.
