The Director of Public Safety, upon the filing of such application, shall investigate the statements made therein and shall present such application for license, with a report of his findings and recommendations to Council. Council shall thereupon set a date for a public hearing upon such application and shall instruct the Director of Public Safety to publish notice of the public hearing in a newspaper of general circulation in the City at least one week in advance of the date set for the public hearing.
