It shall be unlawful for any person to throw, deposit, place, leave, cause or permit to be thrown, placed, deposited or left any accumulation of cut grass, cut weeds, tree leaves, tree limbs or similar matter in or upon any portion of any street, alley or sidewalk or to burn the same in or upon any portion of any street, alley or sidewalk; however, no person shall be required to remove any natural accumulation of such matter.

It shall be unlawful for any person to throw, place, deposit, leave, cause or permit to be thrown, placed, deposited or left any object or any accumulation of any matter of any kind in any street, alley, ditch, culvert or storm sewer so as to interfere with or obstruct the drainage of surface water within the village limits.

(A) Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99 of this code of ordinances.
(B) Any person who shall violate any of the provisions of §§ 51.01 through 51.12 shall, upon conviction thereof, be punished by fine not to exceed $500. Any such penalty shall be in addition to the costs of removing the substances hereinbefore referred to from the land described in the notice given by the Board of Trustees.
