At the first regular meeting of the parks and recreation board in December of each year, the board shall elect from its number a president, a vice-president and a secretary, each of whom shall serve until December 31 of the following year. The vice-president shall act in the absence or disability of the president. In case of death or retirement of an officer, a successor shall be elected immediately.
