There is hereby created a park and recreation board for the city, to be known as the Sioux Falls parks and recreation board. The board shall act as an advisory body to the mayor in all executive and administrative matters, and to the city council in all policy making and legislative matters affecting the establishment, improvement, maintenance, regulation and management of a system of public parks, zoological parks, parkways and boulevards and public recreation, playgrounds and children’s parks in and for the city.
