Site master plans for any new or expanded park shall be prepared by the director, approved by the park board and the city council. Site master plans shall include, but not be limited to, overall development of existing and proposed facilities, and proposed capital improvement projects. Inclusion of any park development project in the capital improvement program shall be reviewed and approved by the board and shall be in general conformance with an approved site master plan or the comprehensive parks and recreation system plan.
