No person shall be in any park between 10:00 p.m. and 5:00 a.m., with the following exceptions:
(a) Falls Park and the area of the Downtown River Greenway from Falls Park to E. 10th St. on the east side of the Big Sioux River shall remain open between 5:00 a.m. and 12:00 midnight.
(b) Scheduled events may extend beyond the closing time for a park as approved by the director.
