It shall be unlawful for any person or entity to operate any of the following facilities within the city’s jurisdiction without a license from the city:
(a) Recycling collection facility or a recycling processing facility;
(b) Solid waste transfer or treatment facility; and
(c) Regulated medical waste transfer or treatment facility.
