It shall be unlawful for any person to deposit or cause to be deposited any garbage, rubbish, animal waste, or other waste material in or upon any park, street, alley, gutter, or in or upon any other private or public property within city’s jurisdiction, except in a receptacle provided for that purpose or at locations designated by the city.
