Property owners or tenants shall store recyclable materials separately from garbage while awaiting collection in accordance with the following standardized recycling collection methods. Commercial garbage haulers shall collect and transport recyclable materials in accordance with the following standardized recycling collection methods:
(a) Residential sites within the city shall use a single-stream methodology for the collection and management of recyclable materials; and
(b) Nonresidential sites and sites outside the city may use either single-stream, dual-stream, or source-separated methodology for the collection and management of recyclable materials.
