It shall be unlawful for any person going upon the premises of another to in any manner dispose of garbage, municipal solid waste, or any form of litter or waste material except in receptacles provided for those purposes. It shall be unlawful for any person going upon the premises of another to dispose of recyclables in a garbage receptacle or to dispose of garbage or any form of litter or waste material in a recycling receptacle which may cause or permit recyclables to become contaminated or otherwise unfit or more difficult to recycle.
