§ 8-2-4 SEWER INSTALLATION GUIDELINES.
   (A)   Proper tools and equipment satisfactory to the town shall be used for the safe and convenient progress of sewer installation. Whole pipe and fitting shall be carefully lowered into trench in such a manner as to prevent damage to pipe materials and protective coatings and linings.
   (B)   Under no circumstances shall materials be dropped or dumped into the trench. Every precaution shall be taken to prevent foreign material from entering the pipe while it is being installed.
   (C)   The pipe shall be clean and all sand, gravel, concrete, and cement grout that has entered the lines in the process of construction shall be removed.
(Prior Code, § 8-2-4) Penalty, see § 8-2-14
§ 8-2-5 SPECIFICATIONS FOR SEWER LATERALS.
   The sewer laterals shall be installed within one-fourth inch for grade and shall not be off more than one-half inch for alignment as certified by a licensed professional civil engineer, journeyman, plumber, certified town operator, or the Town Building Inspector.
(Prior Code, § 8-2-5)
§ 8-2-6 CLASSIFICATION OF BACKFILL.
   (A)   Backfill materials. All backfill materials used after any street cut shall be free from cinders, ashes, refuse, organic and frozen material, boulders, or other materials that are unsuitable. From one foot above the top of pipe to six inches below the ground surface, or to the subgrade elevation for streets or paved surfaces, material containing stones up to eight inches in the greatest dimension may be used. Trench backfill from the top of the pipe to ground surface or to the subgrade of street surfacing is separated into two classifications. Type A trench backfill refers to compacted backfill in streets or paved areas, while type B backfill is designed for alleys, fields, borrow pits, unimproved streets, or other unsurfaced areas where special compaction of the trench backfill is not required. Location of the types of backfill required shall be as shown on the plans or as designated in the special provisions.
   (B)   Type A trench backfill. Materials used for bedding and backfill should be carefully deposited in layers suitable to the equipment used for compaction, wetted to optimum moisture content and compacted to at least the density of the surrounding material. The upper layer forming the subgrade for pavement which is to be replaced shall be compacted to a density of at least 90% of maximum standard proctor density, as determined by AASHTO designation T-180 method A or C. Compaction by flooding will only be permitted by approval of the Town Engineer. Wherever the trenches have not been properly filled, or if settlement occurs, they shall be reopened to the depth required for proper compaction and refilled and recompacted.
   (C)   Type B trench backfill. Materials used for type B trench backfill shall not require special compaction. However, the material shall be placed in layers to achieve a density approximately equal to the density of the existing soil. The person doing the work may be required to mound excess earth over the top of the trench so that depression will not be formed after the trench settles. In cultivated areas, the stripped topsoil shall be placed uniformly over the backfilled trench. The topsoil shall not be compacted but shall be graded to provide a smooth surface conforming to the adjoining ground surface.
(Prior Code, § 8-2-6)
§ 8-2-7 CONTRACTORS, RESPONSIBILITIES.
   The contractor performing the work shall be responsible for enforcing safety and maintaining safe working conditions in all trenching, shoring, and backfilling to conform to OSHA regulations. The contractor shall employ qualified, properly trained personnel to design shoring, perform safety inspection of the trenches, and supervise other operations involving safety procedures.
(Prior Code, § 8-2-7)
§ 8-2-8 BACKFILLING, CERTIFICATION REQUIRED.
   Any person or entity having responsibility for the street cut as set forth in this chapter shall, at the time of the completion of any backfilling required by this chapter, provide certification by a licensed professional civil engineer, journeyman plumber, certified town operator, or the Town Building Inspector, that the backfilling meets the specifications set forth in this chapter.
(Prior Code, § 8-2-8)
§ 8-2-9 RESPONSIBILITY FOR STREET RESTORATION.
   Any private individual, contractor, utility, company, agency, or any person representing a contractor, utility, company, or agency, who has disturbed, or is planning to disturb (dig across, dig holes, dig alongside, dig under, and the like) the streets of the town for any reason, shall be totally responsible for restoring the street to at least as good condition as it was prior to the disruption, including pavement, concrete, and backfill to be compacted to 98% of the pre-existing condition, as determined by the Town Engineer.
(Prior Code, § 8-2-9) (Ord. 2018-383, passed 3-15-2018)
§ 8-2-10 NOTIFICATION OF TOWN.
   Any person or company or agency planning to disturb the street shall notify the Town Clerk-Treasurer at least 24 hours in advance of the disturbance. Included in this notification shall be:
   (A)   Who shall take responsibility for disturbance;
   (B)   Reason for disturbance;
   (C)   Location of disturbance;
   (D)   Length of time the street will be disturbed; and
   (E)   Who is doing the actual restoration.
(Prior Code, § 8-2-10)
§ 8-2-11 INSPECTION.
   At the completion of the restoration, the Town Engineer or other town designee shall inspect the work and sign a release of responsibility if the work is done to his or her satisfaction. The original shall be kept on file at the Town Hall and a copy will be given to the responsible party.
