No person shall make any connection, whether physically, electrically, acoustically, inductively or otherwise, with any part of the community cable television franchise system as the same presently exists on the date hereof (Ordinance 791, passed April 12, 1971) or any extension of such present franchise system, or any successor system authorized by the City, for the purpose of enabling such person to receive any television signal, radio signal, picture program or sound or other signal, without the express written consent of the owner of the television franchise system, as authorized by the City, under the statutes of the State in such cases made and provided.
