No person shall engage in the gas fitting business in the City without first obtaining from the Clerk-Treasurer a gas fitter's license. This section shall not be construed to prohibit a person from doing gas fitting, either new or repair work, in or upon his own property, provided that the owner does the work himself and obtains a permit to do it and provided such work passes the inspection of the City Inspector.
