No person, other than duly authorized City employees, shall enter upon any sanitary landfill, except for the purpose of dumping and depositing thereon articles, substances or wastes permitted to be dumped or deposited at such landfill. No person shall search over any such landfill or remove any article, thing or substance which has been dumped at such landfill, except as authorized in writing by the City Manager and under the supervision of landfill personnel.
