All applications for electric service shall be made in writing and signed by the user before service is rendered. Such application, when accepted in writing by the City, shall constitute a contract between the user and the City. Forms of application shall be furnished by the City. Users supplied with electric service at the time of the adoption of this chapter (January 10, 1955) shall be considered as having executed contracts for service in accordance with applicable rules and regulations herein set forth. Users shall not be permitted to use electric energy for any purpose or in any place other than that provided for in applications for service, without first having received the written consent of the City.
