1045.14 INSTALLATION SPECIFICATIONS AND METHODS.
   The size, slope, alignment and materials of construction of all sanitary sewers, including building sewers, and the methods to be used in excavating, placing of the pipe, jointing, testing and backfilling the trench, shall conform to the requirements of the Building and Plumbing Codes and other applicable rules and regulations of the City. In the absence of suitable Code provisions, or in amplification thereof, the materials and procedures set forth in appropriate specifications of the A.S.T.M. and W.P.C.F. "Manual of Practice No. 9" shall apply. All service or lateral sewer pipe laid in streets or alleys in the City, and all service sewer pipe laid on the premises of the owner, shall be four inches in diameter, unless the City Manager, under proper circumstances, orders otherwise.
