1045.01 FINDINGS OF FACT.

The Mayor and Council hereby find and determine that the City has constructed and owns and operates a wastewater treatment works, which system carries the liquid and solid waste sewage of the community and the residents thereof, and that the City has constructed and owns and operates a water pollution control facility for the treatment of such wastewater.
