No person shall excavate or open any street, alley or other public ground in the City without first obtaining a permit to do such work from the City Manager. No permit shall be issued until a bond or a policy of public liability insurance is filed with the Clerk-Treasurer in the sum of one thousand dollars ($1,000), unless a bond or policy of insurance in a greater amount is required by other provisions of these Codified Ordinances or by a resolution of Council, executed by an approved surety company, conditioned that such person will indemnify and keep the City harmless from any and all liability from accidents and injuries caused by the opening of the street, alley or other public ground.
