No person operating or causing to be operated any oil burrier, motor, sign, or other electrical apparatus within the City, or connected with an electric light and power system operating in the City, that causes unnecessary electrical interference with radio reception, shall fail to equip such apparatus with proper filtering attachments to eliminate such interference. However, the provisions of this section shall not apply to the use of necessary medical or health equipment or apparatus where such interference cannot be reasonably eliminated.
