It shall be the duty of the Chief of Police to keep an account of all violations of this chapter. He shall keep an account of and report the number of each parking meter which indicates that a vehicle occupying the parking space adjacent thereto is or has been parked in violation of any of the provisions of this chapter, the date and hour of any such violation, the make and state license number of such vehicle, and any other facts necessary for a thorough understanding of the circumstances attending such violation.
