434.05 SPEED NEAR SCHOOLS; SPEED LIMIT GENERALLY.
   (a)   No driver of any vehicle, when passing premises on which school buildings or playgrounds are located and which are used for school purposes, shall drive such vehicle at a rate of speed in excess of 15 miles per hour beginning on August 15 of each year and continuing through May 31 of the following year, and such driver shall stop at all stop signs and shall obey all other traffic signs located at or near such premises.
   (b)   No person shall operate a motor vehicle on any street, alley or other place within the City at a rate of speed greater than is reasonable and proper, having regard for the traffic and roadway and the condition of the highway, or at such a speed as to endanger the life, limb or property of any person, and under no circumstances in excess of 25 miles per hour, except as follows:
      (1)   A speed limit of ten miles per hour is declared lawful on all alleys;
      (2)   A speed limit of 20 miles per hour is declared lawful on:
         A.   Osage Street beginning 384 feet east of the southwest curb-line of 9th Avenue and Osage and including Beverly Road;
         B.   Deborah Drive from the west end to the intersection with Captain Walter Reed;
         C.   Charlotte Drive;
         D.   Lucille Lane;
         E.   Dorwart Drive from Osage Street to Charles Drive;
         F.   Keller Drive from the north end of Charlotte Drive to the south end of Charlotte Drive;
         G.   East Drive;
         H.   West Drive;
         I.   Sky Road; and
         J.   Manor Road from East Drive to West Drive.
      (3)   A speed limit of 25 miles per hour is declared lawful on:
         A.   El Rancho Road between Country Club Drive and Lodgepole Road;
         B.   Monterey Drive north of Country Club Drive; and
         C.   Parkview Road from Country Club Drive north to Eleventh Avenue.
      (4)   A speed limit of 35 miles per hour is declared lawful on:
         A.   Illinois Street from Eighth Avenue to 1,200 feet east of Fifth Avenue;
         B.   Illinois Street between Seventeenth Avenue and the West City Limits;
         C.   Eleventh Avenue between Country Club Drive and Old Post Road;
         D.   Elm Street and East Elm Street from Tenth Avenue to L-17-J;
         E.   Haskill Hill Road and Seventeenth Avenue from Ash Street to the North City Limits;
         F.   Greenwood Road between U.S. Highway 30 and Pole Creek Crossing;
         G.   Pole Creek Crossing between Fort Sidney Road and U.S. Highway 385; and
         H.   Old Post Road from L-l7-J to Andrew Drive.
      (5)   A speed limit of 40 miles per hour is declared lawful on Fort Sidney Road;
      (6)   A speed limit of 45 miles per hour is declared lawful on Old Post Road from Andrew Drive to the western City limits;
      (7)   A speed limit of 50 miles per hour is declared lawful on:
         A.   U.S. Highway 30, from 1,200 feet east of Fifth Avenue to the junction of U.S. Highway 30 and L-17-J;
         B.   L-17-J from 1,100 feet north of Old Post Road to south City limits; and
         C.   Seven hundred and seventy-five feet south of U.S. Highway 30 and L-17-J to the north City limits.
   Speed limits shall be plainly indicated by standard signs at or near the approaches to the corporate limits and whenever the speed limit changes.
