No person in charge of any garage or repair shop at which has been left a motor vehicle of unknown ownership for a period of fifteen consecutive days without being removed by its owner, and no other person duly authorized to remove the same, shall fail to report to the Chief of Police the name, engine number, manufacturer's serial number, registration plate number and the name and address of the person abandoning such motor vehicle, if known.
