8-3-8: SUMP PUMP DRAINAGE 1 :
   A.   Approval Required: No person or entity shall be permitted to discharge sump pump waters from inside a residence or other structure, construction of which commenced after January 6, 1980, by means of an aboveground or belowground pipe except by discharge through an approved water drainage system. Approvals shall be granted by the village board or designated official. Any person or entity who fails to comply with this subsection shall be deemed guilty of a breach of this subsection and shall be fined one hundred dollars ($100.00). Each day of noncompliance constitutes a separate breach.
   B.   Construction Permit Required; Conditions; Fee:
      1.   Permits for the construction of drainage systems designed to carry discharge from sump pumps will be approved, provided the following conditions are met:
         a.   The sump pump is designed to remove groundwater only from around the foundation of the building to reduce hydraulic pressure on the foundation.
         b.   Plans for the drainage system shall be provided to the village board for approval before construction begins.
         c.   The plans will be reviewed by the engineer for the village and approved by the board based on the following criteria:
            (1)   No wastewater drains may be connected to the sump pump.
            (2)   Sump discharge pipe must be designed so surface water cannot backflow into a basement if the pump fails.
            (3)   A hand hole must be provided at the property line to allow periodic sampling of the sump discharge.
            (4)   Drainage must be accomplished by means of an underground system which carries the sump discharge to the nearest existing storm sewer catch basin.
            (5)   Trenches for drainage pipe within three feet (3') of the back of street curbs shall be backfilled with sand.
            (6)   All material selected for use in the drainage system shall be of sufficient strength and quality so as to limit maintenance.
            (7)   All public and private property and drainage easements shall be restored to their condition prior to construction, or better.
         d.   The property owner accepts responsibility for the maintenance of the sump water drainage system. (1984 Code § 7-3-2)
      2.   When the sump pump and discharge piping is installed with work under another permit, no permit or fee will be required. When the sump pump or discharge piping is added or modified on an existing property, a fee of twenty five dollars ($25.00) shall be collected by the village. (1984 Code § 7-3-2; amd. 2010 Code)
