8-3-7: WASTEWATER DRAINAGE:
   A.   Approval Required: No person or entity shall be permitted to discharge drain water or wastewater from inside a residence or other structure by means of an aboveground or belowground pipe except by discharge through an approved water drainage system. Approvals will be granted by the village board or designated official. Any person or entity who fails to comply with this subsection shall be deemed guilty of a breach of this subsection and shall be fined one hundred dollars ($100.00). Each day of noncompliance constitutes a separate breach.
   B.   Construction Permit Required; Conditions; Fee:
      1.   Permits for the construction of drainage systems designed to carry the effluent from wastewater treatment systems will be approved, provided the following conditions are met:
         a.   Effluent is discharged from a treatment system which has been approved by the Illinois department of public health. Evidence of approval shall be by letter from the department to the village board.
         b.   All effluent from private sewage disposal systems shall comply with all applicable effluent standards of chapter 3, "Water Pollution", of the regulations of the pollution control board, state environmental protection agency.
         c.   All effluent discharged to the ground surface or to a watercourse must be disinfected with chlorine or other disinfectant as approved by the department of public health. A disinfectant residual between 0.2 and 0.75 milligrams per liter shall remain following a thirty (30) minute contact period.
         d.   Plans for the drainage system shall be provided to the village board for approval before construction begins.
         e.   The plans will be reviewed by the engineer for the village and approved by the village board based on the following criteria:
            (1)   If possible, effluent will be drained in an underground system to the nearest existing storm sewer catch basin.
            (2)   Surface drainage will utilize existing drainage easements and be designed with respect for the rights of adjacent property and to minimize adverse effects on the neighborhood.
            (3)   The system shall provide ready access for collecting effluent samples for periodic testing.
            (4)   Trenches for drainage pipe within three feet (3') of the back of street curbs shall be backfilled with sand.
            (5)   All material selected for use in the drainage system shall be of sufficient strength and quality so as to limit maintenance.
            (6)   All public and private property and drainage easements shall be restored to their condition prior to construction, or better.
         f.   The property owner accepts responsibility for the maintenance of the wastewater drainage system.
      2.   To partially defray the cost of administering this subsection, a fee of twenty five dollars ($25.00) shall be collected by the village board for each wastewater drainage system permit issued. (1984 Code § 7-3-1)
