8-3-4: BUILDING SEWERS AND CONNECTIONS:
   A.   Permit To Connect:
      1.   Permit Required: No person shall uncover, make any connections with or opening into, use, alter, or disturb any public sewer or appurtenance thereof without first obtaining a written permit from the Springfield metro sanitary district (SMSD) and the village.
      2.   Classes Of Permits; Applications: There shall be two (2) classes of building sewer permits: a) for residential wastewater service; and b) for commercial, institutional/governmental or industrial wastewater service. In either case, the owner or his agent shall make application on a special form furnished by the SMSD (reference appendix 2 attached to ordinance 88-4 on file with the village clerk).
   B.   Bond: Where any installation of sewer service, sewer lines, laterals, etc., is to occur in any existing right of way or easement of the village, the village, at its discretion, may require a performance bond or other adequate assurance that the costs of construction will be paid and that the right of way or easement will be restored to its original condition after completion of construction.
   C.   Excavations: All excavations for building sewer installation shall be adequately guarded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, parkways, and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the village. (1984 Code § 7-4-3)
   D.   Extension Of Sewer Line: The village shall not be obligated to extend sewer lines or service to properties not served by the village sewer system on January 1, 1988, unless the property owners shall pay the cost of installing said sewer lines or service. Said installation shall be constructed in accordance with the specifications, plans and special provisions as used in the construction of the village wastewater collection system, rules and regulations of the SMSD or as subsequently directed by the village public works department.
   E.   Responsibility For Costs:
      1.   The village public works department shall be responsible for the cost of all required maintenance on the village wastewater disposal system owned by the village including all main line sewer pipes, manholes, valves, service laterals and grinder pump systems located on public property or easements attained for maintenance of the system.       2.   It shall be the responsibility of the property owner to maintain sewer service lines on private property which connect to village owned gravity service laterals or grinder pump basins.
   F.   Discharges Into System: All disposal by any person into the sewer system is unlawful except those discharges in compliance with federal standards promulgated pursuant to the federal act, more stringent state standards and limits of the SMSD ordinances.
   G.   Rules And Regulations: The village will follow the applicable ordinances, rules and regulations of the Springfield metro sanitary district with respect to matters over which the sanitary district has jurisdiction including, but not limited to, the establishment and collection of connection charges and fees, the issuance of connection permits, the establishment of programs and charges for pretreatment of sewage, and the establishment and collection of charges for treatment and related matters.
