A. The owner or keeper of a dog and all other animals, with the exception of cats, shall keep the animal under "restraint", as defined in section 6-5-1 of this chapter, at all times. A dog used for law enforcement or rescue purposes shall be exempt from this requirement.
B. Any person convicted of violating this section shall be fined not less than one hundred dollars ($100.00) for the first violation, and the fine shall be doubled for each subsequent offense thereafter, but in no event shall the fine exceed one thousand dollars ($1,000 00).
C. The provisions of this section shall be a positive duty of the owner or keeper, and the offense described herein shall be a strict liability offense. (Ord. 2007-10, 12-18-2007)
