Any person who shall violate any of the provisions of this chapter or fail to comply with any notice given by the president or the board of trustees or the director of public works shall, upon conviction thereof, be fined not less than seventy five dollars ($75.00) nor more than seven hundred fifty dollars ($750.00). Any such penalty shall be in addition to the costs of removal and storage of said automobiles, motor vehicles, campers, trailers or mobile homes hereinbefore referred to upon the lands described in the notice given by the president and board of trustees or any such member thereof or person duly appointed.
