Whenever the owner or tenant of such lands within the village, receiving the notice provided for by section 5-3-4 of this chapter to remove from such lands any of the automobiles, motor vehicles, campers, trailers or mobile homes hereinbefore mentioned, shall fail and neglect, within the time prescribed in the notice, to effect removal of such automobiles, motor vehicles, campers, trailers or mobile homes, such removal shall be accomplished by or under the direction of the president or the board of trustees or the director of public works, who shall examine the notice, and if found correct, shall cause the cost as shown thereon to be charged against the owner or tenant.
