No person licensed to sell alcoholic liquors under this chapter shall permit such liquors to be sold, given or consumed on the licensed premises between the hours of one o'clock (1:00) A.M. and seven o'clock (7:00) A.M. of any day; provided, however, that on January 1 of each year, no person licensed to sell alcoholic liquors under this chapter shall permit such liquors to be sold, given or consumed on the licensed premises between the hours of three o'clock (3:00) A.M. and seven o'clock (7:00) A.M.
