§ 51.43 TESTING.
   (A)   Fill and sterilize all new water mains, services, leads and appurtenances in accordance with AWWA C 651. Each section of water main shall be complete and thrust block shall have been in place for not less than ten days prior to being tested.
   (B)   Fill the new mains with water from the utility distribution system. All air shall be expelled from the mains as they are filled. Tap the water main at high points, if necessary, to assure removal of all air.
   (C)   The line shall be subjected to leakage test under a hydrostatic pressure in accordance with AWWA C 605-94. The hydrostatic pressure shall be 1½ times the working pressure at the point of testing and shall be maintained within a maximum variation of 5 psi for a period of two hours. Leakage measurements shall not be started until a constant test pressure has been established. The determination of actual leakage shall be made after the line has been returned to the original test pressure at the end of the test duration. The line leakage shall be measured by means of a water meter installed on the supply side of the pressure pump, or method as approved by the engineer.
      (1)   No pipe installation will be accepted if the leakage is greater than that determined by the following formula:
         L = 0.000135ND(P)½
         in which L is the allowable leakage, in gallons per hour; N is the number of joints in the length of pipeline tested; D is the nominal diameter of the pipe, in inches; and P is the average test pressure during the leakage test, in pounds per square inch gage.
      (2)   Where the leakage rate exceeds the permissible maximum, the contractor shall locate and repair the leak. The leakage test shall be repeated until the amount of leakage is less than the amount specified.
      (3)   All leaks discovered within one year from the date of final acceptance of the work by the owner shall be repaired and retested by the contractor.
   (D)   Flush all water mains and fire hydrants prior to disinfection. Flush mains with a flushing velocity of at least 2½ feet per second. Flush water mains and hydrants until the water discharged is clear.
   (E)   Disinfect all new water mains prior to placing the mains in service in accordance with AWWA C 651-92.
   (F)   Before system is place in service, contractor shall obtain two successive water samples 24 hours apart and have them tested for bacteriological analysis by a state-approved certified laboratory. If samples do not prove satisfactory, the system shall be rechlorinated and resampled until safe water is obtained.

§ 51.44 SERVICE CONNECTIONS.
   (A)   After new mains have been tested, sampled and approved, contractor shall install new brass saddles and corporation stops on the new main at the locations of new service lines. Service lines to new meter settings shall be ¾ inch polyethylene resin plastic pipe (one inch for dual services) rated to meet or exceed the pressure rating of the water main. Service lines installed under state highways shall be Type K copper. A dual check valve shall be installed on all new services.
   (B)   Where new meters are installed on opposite sides of road from new mains, contractor shall push services under road to connect to meters. No open cutting of road surfaces will be allowed for service lines.
   (C)   Meter pits shall be installed at right-of-way property lines, or as directed by the Sheridan Water Works. Meter boxes shall be set plumb, and the meter box cover shall be flush with the finish grade (one inch).

WATER CONSERVATION
§ 51.50 WATER CONSERVATION.
   (A)   This subchapter shall apply to all persons, businesses and any other entities as defined under Indiana law connected to the town public water system either directly or indirectly (“users”).
   (B)   This subchapter shall allow the Council to declare a water conservation emergency and establish the appropriate measures and the durations of said measures.
   (C)   This subchapter shall allow for the following measures:
      (1)   Voluntary conservation. The Council may request that all users utilize water conservation measures. The Council shall identify reasonable and meaningful conservation techniques and provide such information to all users. The Council is also authorized to implement conservation pricing and prohibitions to encourage water conservation.
      (2)   Mandatory conservation. In the event of sever water shortages the Council is authorized to limit all users from selected water uses subject to reasonable terms, and conditions as the Council shall adopt.
      (3)   Rationing. In addition to the mandatory conservation measures for users in the event of extreme water shortages as declared by the Council to the following prohibitions:
         (a)   Users with odd numbered addresses shall only be allowed to water lawns, landscaping or wash cars on odd numbered days of the month. Users with even numbered addresses shall be so restricted on even numbered days of the month.
         (b)   In extreme emergency situations, the Water Superintendent shall have the authority to issue a total ban on watering of lawns, landscaping and car washing until such time that the emergency situation ceases.
   (D)   This subchapter shall not be construed as to compromise the health, safety and sanitary conditions of any user.
   (E)   (1)   Notice of the need for voluntary conservation shall be issued in a local newspaper of general circulation or any other means acceptable by the Council.
      (2)   Notice of the need for mandatory conservation or rationing of the water supply shall be by first class United States mail or by door to door distribution to each current user and by electronic and print media. Notice shall be effective at the conclusion of door to door distribution or at noon of the third day after depositing notice in the United State mail.
   (F)   Any user who violates division (C)(3)(a) or (b) of this section may be punished by a fine of not more than $2,500 pursuant to IC 36-1-3-8(a)(10)(B). Each day shall constitute a separate offense. In addition to or in the alternative to a fine, water service may be terminated for any user who violates division (C) of this section.

CROSS-CONNECTION CONTROL
§ 51.60 DEFINITION.
   For the purposes of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
   CROSS-CONNECTION. Any physical connection or arrangement between two otherwise separate systems, one of which contains potable water from the town water system, and the other, water from a private source, water of unknown or questionable safety, or steam, gases, or chemicals, whereby there may be a flow from one system to the other, the direction of flow depending on the pressure differential between the two systems.

§ 51.61 CROSS-CONNECTIONS PROHIBITED.
   No person, firm, or corporation shall establish or permit to be established or maintain or permit to be maintained any cross-connection. No interconnection shall be established whereby potable water from a private, auxiliary, or emergency water supply other than the regular public water supply of the town may enter the supply or distribution system of said municipality, unless such private, auxiliary, or emergency water supply and the method of connection and use of such supply shall have been approved by the Utility and by the Indiana Department of Environmental Management in accordance with 327 IAC 8-10.
