§ 850.11 SUSPENSION OR REVOCATION OF CERTIFICATES AND LICENSES.
   (a)   Any certificate of necessity or license to operate may be suspended or revoked at any time by the Director of Public Safety if:
      (1)   The Director finds the owner's past record to be unsatisfactory;
      (2)   The owner fails to operate his or her licensed taxicab in accordance with the provisions of this chapter or any other provision of these Codified Ordinances; or
      (3)   The owner ceases to operate his or her taxicab for a period of 30 consecutive days without the consent of the Director.
   (b)   Any person whose certificate of necessity or license to operate has been revoked by the Director may appeal the decision of the Director to the Board of Appeals provided for in §§ 850.15 and 850.16.
