An appeal from any decision of the Director of Public Safety revoking a certificate of necessity or a license to operate may be made to a Board of Appeals which is hereby established and which shall be composed of the Mayor, the Director of Law and the Director of Finance and Public Record, which Board is hereby authorized, after a full hearing, to affirm, modify or reverse the decision of the Director.
