There is hereby established a Buildings and Grounds Commission, which shall consist of the following seven members: one member from each of the four wards and three at-large members who may be nonresidents of the city. All members shall be appointed by the Mayor and subject to confirmation by Council. Members shall be qualified by their education and/or experience in real estate, construction, community service, concern for the city's welfare and/or other such criteria as determined by the Mayor. Members of the Buildings and Grounds Commission shall serve faithfully, honestly and impartially and without compensation.
