719.02 LICENSE REQUIRED; FEE AND REVOCATION.
   (a)    No person, including an individual, partnership, corporation or association, shall purchase, exchange, trade or receive secondhand articles within the City for profit without first obtaining a secondhand and precious metal dealer's license from the office of the Safety-Service Director. The fee for such license shall be one hundred dollars ($100.00) per year, renewable in January of each year. License fees shall be prorated based upon the number of months remaining in the year for licenses purchased after January 31, in any year.
   (b)    Any license issued under this section may be revoked by the Director after reasonable notice and opportunity to be heard, for any violation of this chapter, by the licensee or by any of his officers, agents or employees. Whenever a license has been revoked under this chapter, the Director shall not issue another license to such licensee, to the spouse of such licensee or to any partnership or corporation of which he is an officer or member, until such licensee complies with all of the provisions of this chapter.    (c)    For all shows, conventions and exhibitions provided in convention centers and other exhibition facilities in the City, the requirements for a license shall be satisfied by the issuance of the license to the individual or business entity which is responsible for the show, convention or exhibition. The Safety-Service Director shall prepare written regulations which shall be complied with for any such show, convention or exhibition, including, the following data: the name, date of birth (or date of incorporation), social security number (or tax identification number) and other critical data, such as prior criminal record, for all participants in the show, convention or exhibition. The individual or business entity responsible for the show, convention or exhibition, shall provide assurance to the Director that all Federal laws are being complied with by the participants in the event, and that all participants have been provided with a copy of the regulations required for second hand and precious metal and weapons dealers provided for under Section 719.04 hereunder, prior to the commencement of the show, convention or exhibition.
