(a) The City Engineer is authorized to appoint an Engineering Technician to the Division of Engineering. The Engineering Technician shall be a full-time position.
(b) The qualifications for the full-time Engineering Technician shall be as follows:
(1) Associates in Civil Engineering Technology or relevant experience equivalent,
(2) A working knowledge and proficient in Auto CAD, MicroStation, GPS, and ArcGIS.
(3) Experience performing construction inspection and materials testing services.
(4) Experience performing routine surveying functions such as differential leveling, field measuring, establishing stationing/offset etc.
(5) Be able to use MicroSoft Office software (i.e. Word, Power Point, Excel, etc.)
(6) A working knowledge and an understanding of engineering department procedures including but not limited to preparation of plans, specifications and contract documents.
(7) Knowledge of civil and construction Engineering standards including the design of roads, sewers, water mains, retaining walls, etc.
(8) Four (4) years working in a municipal or similar type of Engineering Department.
(9) Good written and verbal communication skills required.
(10) Possess a valid Ohio Driver’s License with an acceptable driving record and automotive insurance coverage.
(c) The duties of the full-time Engineering Technician shall include but not be limited to the following:
(1) Prepare Auto CAD drawings for road work, storm, sanitary sewer and various projects.
(2) Create, maintain, update and use of ArcGIS software to perform analyses and keep City records.
(3) Performs field engineering surveying functions on assigned projects including GPS.
(4) Conducts inspections and makes field decisions concerning contract compliance and conformance to project specifications and ordinances.
(5) Field measures and records quantities of materials used and creates daily inspection reports.
(6) Interprets engineering/architectural plans and specifications and conveys their meaning to contractors and other professionals.
(7) Performs concrete slump, air entrainment, and yield tests per ACI and ASTM standards.
(8) Reports to City Engineer and/or supervisor of the progress of construction.
(9) Maintains City maps and records.
(10) Requests, locates through OUPS and US OGPUPS.
(11) Attend construction meetings as a City representative.
(12) Update the city wide maps.
(13) Analyze/document/report the condition of existing infrastructure.
(14) Prepares reports, letters, inspection reports, and documents.
(15) Perform other functions as directed by the City Engineer.
(d) The working environment and conditions for the full-time Engineering Technician shall include but not be limited to the following:
(1) Works in both a typical and construction field environment.
(2) Subject to extended work hours during the construction season, and to being on-call during non-office hours to respond to citizens and construction- related inquiries.
(3) Work at construction site where access to facilities is sometimes difficult.
(4) Work around heavy construction equipment and potentially dangerous environments.
(5) Periodically lifts objects weighing up to 100 pounds and carries for short distances.
(6) Climbs and walks through and over uneven terrain for long periods of time.
(7) Subjected to all types of weather conditions.

(e) The Engineering Technician shall receive as and for salary and compensation for their full-time duties in accordance with the following pay range at the discretion of the City Engineer.

$35,000 - $54,000/year | effective 7/1/08 and thereafter |
$35,000 - $55,620/year | effective 1/1/09 and thereafter |
$35,000 - $57,288/year | effective 1/1/10 and thereafter |
$35,000 - $59,007/year | effective 1/1/11 and thereafter |
Such annual compensation shall be paid to the Engineering Technician in twenty-six substantially equal amounts, together with any other benefits as provided in Chapter 151.
** The City Engineer may grant the Engineering Technician up to three weeks vacation upon hire date and on an annual basis thereafter until the provision of Section 151.02, Paid Vacations, take effect.
