129.03 DEPUTY FINANCE DIRECTOR.
   (a)    Effective September 1, 2009, there is hereby established the position/s of Deputy Finance Director who shall be appointed by the Director of Finance and who shall serve at the pleasure of the Director of Finance.
   The Deputy Finance Director’s duties shall include but not be limited to the following:
      (1)   Function as the Finance Director in the Finance Director’s absence.
      (2)   Manage daily Finance Department operations including, but not limited to, budgeting, purchasing, payroll, personnel, sewer maintenance, income tax, and ambulance billing.
      (3)   Manage the Finance Department staff including, but not limited to, work assignments, review and approval of work products, vacation schedule approval, time card approval, conflict resolution, computer training, and operation problem-solving.
      (4)   Manage municipal investments and debt service including, but not limited to, bank transfers, reinvestment, bond coupon reconciliation, and note paydown analysis.
      (5)   Track, record, and report municipal fixed assets.
      (6)   Manage and maintain Finance computer hardware and software assets and provide training to all Finance personnel.
      (7)   Prepare financial reports and analyses.
      (8)   Within the scope of duties, tasks, and responsibilities, resolve daily procedural and operational problems that may arise. Communicate to supervisor all outstanding issues and matters outside the scope of responsibilities of this position.
      (9)   Perform other functions as directed by the Finance Director.

   (b)    The Deputy Finance Director/s shall receive as and for salary and compensation for his full-time or part-time duties in accordance with the provisions of Section 151.091. Such annual compensation shall be paid directly to the Deputy Finance Director/s in twenty-six substantially equal amounts. The Deputy Finance Director/s shall not receive overtime compensation.    (c)   The Deputy Finance Director/s shall receive as and for additional compensation the following paid vacation benefits:

Over fifteen years         Five weeks
   *****The Director of Finance may grant the Deputy Finance Director/s up to three weeks vacation upon hire date and on an annual basis thereafter until the provisions of Section 129.03(c), Deputy Finance Director, take effect.
