All ordinances passed and resolutions adopted by Council shall be signed by the President of Council, attested by the Clerk and presented to the Mayor within five (5) days after their passage by the Council. If the President of council is unavailable or has recused themselves, then the President Pro Tem shall be allowed, but not limited to, signing ordinances or resolutions; scheduling or calling a meeting; presiding over a meeting, and other such duties as are imposed upon the presiding officer.
