SECTION III-11. PRESIDENT OF COUNCIL.
   The President of Council shall be a member of Council, elected by Council at the first regular meeting after December 10th or within five (5) days after the Board of Elections has certified the election of all Council members; to serve for a term of one (1) year as President, and shall have all the rights and voting privileges of a Councilperson during such tenure. The President of Council shall preside at all Council meetings. (Amended November 6, 1990)
   If both the President and President Pro Tem of Council are unavailable, or recused themselves, the Clerk of Council shall follow Roberts Rules and conduct an election from among the members of the quorum to serve as President Pro Tem for the meeting.
   The President of Council shall be acting Mayor when the Mayor is absent from the City or unable for any cause to perform Mayoral duties, with the same power and duties as the Mayor and shall continue as a Councilperson with all powers and duties of a Councilperson.
   In the case of a vacancy in the office of the President of Council, the officer shall be filled by election by Council from among its members at the first meeting after such vacancy occurs. (Amended 11-5-74; 11-6-18; 11-5-19)
