11-2-3: DUTIES OF THE SUBDIVIDER; PLAN COMMISSION:
   A.   Subdivider: The prospective subdivider is urged to consult informally with the plan commission and, where pertinent, county officials, state agencies, and public utility companies, on the availability of services and public facilities in the area to be subdivided. He is also encouraged to study the pertinent rules and regulations including the zoning title (see title 10 of this code), and especially this title.
   B.   Plan Commission: The plan commission is responsible for discouraging not only premature development, but also development in unsuitable areas that are inaccessible or hazardous or lack services. The plan commission is also charged with encouraging replatting of inadequate subdivisions and coordinating the platting of small parcels of adjacent land.
   C.   Subdivider And Plan Commission: Form subdivision-1, as found in section 11-2-5 of this chapter will be used by the plan commission to track the progress of subdivision applications and approvals, changes and denials. The subdivider should familiarize himself with this form in order to understand the preliminary plat, engineering plans, and final plat approval process.
   D.   Exemptions: Exemptions to subdivision procedures may be granted by the plan commission for subdivision of one parcel of land into two (2) parcels of land (considered a "minor land division"), provided that no new streets or public improvements are required and the new lots meet all applicable zoning criteria in section 11-2-6 of this chapter. The developer shall be required to prepare a final plat for approval and to have that final plat recorded in accordance with subsection 11-2-4A6 of this chapter. (Ord. 11-13, 10-4-2011)
