General smoke detectors shall be installed in all residential dwellings containing two or more dwelling units. Installation of such a system or device shall be for the purpose of early warning of the presence of smoke and/or fire to the occupants of residential buildings and shall conform to the installation, maintenance and use of household fire warning equipment guidelines as set forth in the National Fire Protection Association Publication (N.F.P.A.), 1978 edition, specifically N.F.P.A. 74-1978 and N.F.P.A. 72-1978, subsection (E) and all appendices pertaining to the subsection contained therein and shall comply with Level Four of N.F.P.A. 74-1978. Smoke detectors shall be installed in other occupancies, specifically: hotels, motels, commercial schools, dormitories, including orphanages, lodging or rooming houses; and all buildings designed to provide sleeping accommodations. Installation, maintenance and use in the above listed occupancies shall conform with standards set forth in N.F.P.A. 72-1978 and N.F.P.A. 74-1978 and shall be in compliance with Level One as set forth in N.F.P.A. 74-1978. The installation of the smoke detectors as required by the provisions of Sections 1381.01 and 1381.02 is mandatory at the time of construction and prior to the occupancy of all structures constructed after the effective date of this chapter. The installation of the smoke detectors as required by the provisions of Sections 1381.01 and 1381.02 in structures in existence on the effective date of this chapter is mandatory at the time the ownership of such structure changes for any reason or one year from the effective date of this chapter, whichever event first occurs.
