(A) Statements shall be rendered monthly.
(B) All charges for each utility service shall be payable by the due date on the billing. Charges not paid by the due date shall be subject to a penalty charge of 1½% per month that the same remain unpaid following the due date thereof.
(C) The charges for each utility service are hereby made a lien upon the premises served thereby. Whenever any charge against any premises shall be delinquent as of March 15, the charges plus penalties accrued thereon may be entered upon the next tax roll as a charge against the premises and shall be collected and the lien thereof enforced in the same manner as special assessments against the premises.
(D) Village utility services may be discontinued for nonpayment. Services discontinued shall not be restored until all sums then due and owing, including penalties and interest, shall be paid. In addition, the owner shall be responsible for all expenses involved with the disconnection and reconnection of the utilities.
(E) No free utilities shall be furnished by the village to any person, firm or corporation, public or private, or to any public agency or instrumentality. Charges for services provided by the system shall be billed monthly on the first of each month and shall be due by the fifteenth of each month.
