The Planning and Building Official may revoke a permit for the sale of merchandise on the public sidewalk if he or she finds standards for issuance set forth in this article will not, or probably will not, be substantially met, or that the permittee has willfully and negligently failed to comply with requirements of this article in any substantial respect. The Planning and Building Official, within 24 hours after the revocation of the permit, shall deliver or mail to the permittee notice in writing of the revocation stating the reasons therefor.
