No permit to conduct the sale of merchandise on the public sidewalk shall issue until the applicant shall furnish to the Planning and Building Official written evidence that a public liability insurance policy in amounts of not less than $200,000 for one person, $500,000 for any one accident, and $50,000 for injuries to property, and including as an additional insured, the city, shall be in force during, and for 24 hours before and after, the period during which the merchandise is to be sold.
