Public sidewalks in a business area of the city may be used temporarily for the display and sale of merchandise. Such display and sale may occur only on the portion of the public sidewalk abutting the premises on or in which the merchandise is ordinarily displayed and sold. No person shall engage in this activity unless a permit therefor shall have been obtained as provided in this article.
