Public streets, sidewalks, and municipal parking lots in a business area of the city may be used temporarily for the purpose of conducting thereon an organized community or business event of a type referred to in this article, which is under the general supervision of an organization having its principal office within the city and holding a permit therefor issued by the City Clerk pursuant to specific authorization of the City Council, in accordance with the provisions of this article.
